Microsoft opens the Copilot harness to developers through Foundry

The agent loop behind GitHub Copilot, VS Code and Copilot Studio is now available as an SDK or as a managed service in Microsoft Foundry. Microsoft runs the loop and sandbox; you bring instructions, skills, tools and model choice across 20+ models or your own key.

Microsoft announced on October 28 that the Microsoft Copilot harness, the layer around the model that handles instructions, context, the execution environment and controls, is available through Microsoft Foundry. It's the same harness behind Copilot Code, Copilot Studio, the GitHub Copilot app, the CLI and VS Code.

You can download the SDK or run the harness in the cloud managed by Foundry. Microsoft runs the agent loop and the sandbox, with governance built in. You supply the instructions, skills, tools and model. It supports MCP, agent skills and agent plugins, works across 20+ frontier models plus bring your own key, and can route work to the model it picks for the task. Microsoft says it recently ported the runtime to Rust, which cut session overhead and time to first token; it didn't publish numbers for that.

The post doesn't list pricing for the managed harness.

Why it matters

If you've been maintaining your own agent loop (tool calling, retries, sandboxing, model switching), this is a hosted option built by the team that runs Copilot. The open question is cost, which Microsoft hasn't published in the announcement.
